PASSAIC -- The city is negotiating a retirement package with its acting police chief, Rosario Capuana, who could step down by the end of this month.

The City Council had prepared a resolution adopting a severance agreement with Capuana for Thursday night's meeting, which was to take effect on Oct. 17. For unexplained reasons, the item was pulled from the agenda before the council could vote on it.

Capuana watched his son play football Thursday night and did not attend the council meeting. On Friday, Capuana said he hadn't seen the agreement and that no one in the administration told him it would be on the Thursday council agenda.

"Maybe they want me to stay a little longer, I don't know," Capuana said.

Capuana's plans to step down come two weeks after the city's public safety director, Richard Diaz, was suspended with pay for allegedly interfering with a personnel investigation. …
