Sen. Chris Walters, R-Kanawha, cut a noticeable and interesting path through the Legislature during his first term. Think of the brunch bill, a proposal for a new public middle-mile internet network, defeat of the unneeded and harmful Religious Freedom Restoration Act. He likes a state Earned Income Tax Credit, supports medical cannabis and is cautiously open-minded about legalization of marijuana in general.

He has serious ideas for making the state more efficient, such as improving Medicaid's medical loss ratio, the amount of funds the insurer spends on actual health care. West Virginia's is 79 percent. The state has set a target of 85 percent, that required by the federal Affordable Care Act. Walters thinks the state could get to 92 or 95 percent. …
