Like other private landlords who rent to low-income tenants, Loretta Collins advertises her units on the website socialserve.com. Unlike most, she advertises that she doesn't do criminal background checks or credit checks. She also doesn't screen for past evictions.

Collins' main income comes from working as a caregiver and running a small janitorial business, and she doesn't look to make much from the nine rental units she owns in north St. Louis. She said none of her rents is above $500.

"I use my gut," she said. "If I felt like they could use a second chance, I didn't even want to look them up."

She's been a landlord for more than 25 years and has tenants who have been with her for as long as 22 years. She's had tenants fall behind but said evictions were rare. When the recession happened, she said, things changed. …
