ST. LOUIS * Developer Paul McKee's plan to build a grocery store and gas station on the north side took another step forward during Friday's Board of Aldermen meeting, advancing on an 18-5 vote.

Final passage could come as soon as next week.

Aldermen spent more than an hour on the bill that would authorize $2.8 million in tax increment financing to build the stores on North Tucker Boulevard.

Much of the debate was a referendum on the developer, with some aldermen questioning if McKee was getting a good deal because of his political connections, while others suggested they couldn't trust McKee to follow his plan through to completion.

The board also advanced a companion bill that would establish a special taxing district allowing property owners to levy a 1 percent sales tax at the future grocery store and gas station for 16 years. …
