A proposal for a casino in Newark was announced Friday by Miles Berger, chief executive of The Berger Group real estate company, who said he has a preliminary partnership plan with a current Atlantic City casino operator should voters end Atlantic City's monopoly on Nov. 8.

A statewide ballot question, if approved, would allow expansion of casino gambling to the northern portion of the state. However, various recent polls suggest a lead for opponents of the referendum of 20 points or more, and the most well-funded campaign supporting the vote was suspended recently because of the unlikelihood of success. Casino bids, with minimum investments of $1 billion, could be made anywhere at least 72 miles north of Atlantic City if the vote passes.

Essex County officials have pushed Newark as a worthy rival to potential casino bids in the Meadowlands and in Jersey City. …
