NORTH ARLINGTON -- A local man faces a charge of impersonating a police officer after he allegedly pulled over a motorist for a "moving violation," according to borough police.

Joseph Cosenza, 20, also is charged with criminal restraint in the alleged incident.

Officers received a phone call from the motorist reporting that he had been pulled over by a man about 1:30 a.m. on Oct. 29 and that the action had raised his suspicions, according to police Capt. Scott Hedenberg. The victim had noticed a vehicle behind him with flashing lights on its hood and when he pulled into a parking space along Second Avenue, the other vehicle pulled in behind him.

"The victim was approached by a white male wearing a black baseball cap, black pants, a black shirt and he was wearing a bulletproof vest, some sort of silver badge and an empty gun holster," Hedenberg said. …
