The recent joint National Public Radio and Marshall Project report, "Inside Lewisburg Prison: A Choice Between a Violent Cellmate or Shackles," concerned the treatment of people at U.S. Penitentiary, Lewisburg, in Union County. It shocked those of us who recognize that solitary confinement can amount to torture. Great strides have been made in a number of states to reduce the use of solitary confinement and to find ways to treat those incarcerated more humanely. Pennsylvania is one of those states.

However, the Marshall Project report reported major mistreatment at Lewisburg, where people not only are kept in 6-foot-by-10-foot cells for 23 hours of the day, seven days a week, but also may be forced to share that space with other inmates who have the potential of being violent. …
