After the previous two presidential elections, the losing party made its priority blocking or marginalizing the legislative efforts of the winner. Consequently, in the intervening years of legislative gridlock, sizable numbers of both Republicans and Democrats became energized by two of the least traditional of leaders: Donald Trump and Bernie Sanders.

In the wake of Mr. Trump's election, the first inclination of Democrats might be to adopt the Republican playbook and work for a one-term presidency by blocking him on all fronts. This would be a grave mistake as the progressive legislation needed to address the concerns of both these constituencies cannot be passed in Congress without support from Democrats, who should see any such legislation as being in their own and their members' interest. …
