A Marshall University engineering professor, two former state Division of Highways engineers and a traffic system contractor have been charged in a kickback scheme involving companies in Teays Valley and Columbia, South Carolina, U.S. Attorney Bill Ihlenfeld, of West Virginia's Northern District, announced on Nov. 16. Prosecutors allege the men diverted $1.5 million worth of state Division of Highways projects to the Dennis Corporation, a South Carolina engineering consulting firm.

A federal grand jury sitting in Clarksburg returned an indictment three weeks ago, charging Andrew Nichols, 38, of Lesage, with conspiracy to commit honest services wire fraud, money laundering, obstructing justice and making false statements. Nichols formerly served as manager of the state Division of the Dennis Corporation while working at Marshall's Rahall Appalachian Transportation Institute. …
