Every morning, a mother and her two daughters pick their clothes for the day out of boxes. Every night, they sleep on the floor in their small apartment in Spencer.

Struggling to get by after a difficult separation with her husband, the mother would be thrilled if her daughters, ages 2 and 4, were able to have basic necessities so many others take for granted, a caseworker said.

"I think it would just give them some pride, the caseworker said.

The mother is unable to afford beds and drawers for her daughters. She works a part-time, minimum-wage job where she earns $775 a month, which barely covers rent and utilities. She receives $400 a month in food stamps.

The mother is looking for a full-time job, but the caseworker said the job market in Spencer is not great.

"She's trying really hard, the caseworker said. "She's young and looking to make it on her own, but it was not a good split [from her husband]. …
