Making Rivers Work Approval of New Lock Construction Is Long Overdue

The nation's need to invest in infrastructure may have been a key issue in the presidential campaign, but it was old news to those who rely on local rivers for transportation. They have been advocating for lock and dam improvements for years. Finally, Congress is poised to deliver.

Congress last weekend authorized the construction of three new sets of locks and dams on the Ohio River- at Emsworth; Dashields, near Aliquippa; and Montgomery, near Monaca. They were included in a bill authorizing hundreds of water-related projects, from flood control and navigation to drinking water protection and conservation, nationwide.

While authorizing projects, however, the legislation failed to earmark funds for them. Congress should attend to that detail as soon as possible, partly because local river traffic has been waiting long enough. …
