FRANKLIN LAKES - Almost two years after winning borough approval to develop the 132-acre High Mountain Golf Club, Toll Brothers representatives say they expect to secure permits and begin work "within weeks" on the 275-home project.

The company hopes to close title on the property shortly, said Chris Gaffney, president of the New Jersey Division Group, and will then obtain permits to begin site work such as clearing land and putting pipes in the ground.

"We have 600 people who have already expressed interest in the development," Gaffney said. "It's a beautiful piece of property, and nearby residents have told us they are excited for us to be there."

Gaffney declined to detail what steps were needed to secure the property title since the plan was approved, saying only that "a lot of things have to happen to be part of a community. …
