The first caller wanted to leave a message about the president's travel ban. The second said Steve Bannon has no place on the National Security Council. Soon, calls started coming in about Cabinet nominee Betsy DeVos.

The influx of calls was meant for U.S. Sen. Joe Manchin, D- W.Va., whose Capitol phone number is one digit off from Dominick Yanchunas'.

Between his own calls to sources in the steel pipeline industry, Mr. Yanchunas, a reporter for American Metal Market in New York, has been getting a few calls a day meant for Mr. Manchin.

Most callers have been from West Virginia. One was from Germany. Most have been polite, Mr. Yanchunas said.

"They're lovely, and when they find out they dialed the wrong number they apologize like crazy," he said. …
