South Charleston City Council members passed a resolution Thursday to establish procedures for public hearings. The provisions included that members of the public shall be provided notice through legal advertisements no fewer than 10 days prior to the hearing, and that notices will be posted on the front door of South Charleston City Hall.

Notices of hearings involving the Sanitary Board will be posted on the front door of the Sanitary Board, and notices of hearings involving the South Charleston Public Library be posted on the front door of the library.

Those who want to speak must register 15 minutes prior to the hearing. Remarks will be limited to five minutes. People "personally and uniquely affected by the action of the governing body do not have to register and will not be limited by the time constraints. …
