Rochelle Park Files Lawsuit against County Library System

ROCHELLE PARK - The township filed a seven-count complaint Thursday against the Bergen County Cooperative Library System, in a last-ditch effort to keep the township's library from being expelled from the system.

The suit, filed in state Superior Court in Hackensack, requests a temporary injunction preventing BCCLS from reducing the Rochelle Park Library's privileges within their system until the matter is resolved. The complaint comes exactly one week before BCCLS was scheduled to vote on doing just that.

BCCLS, often pronounced "buckles," is a decades-old 77-member network of libraries in Bergen, Essex, Hudson and Passaic counties. Residents who hold a library card at a member library can access books and other materials from any library in the network. The libraries also share a computer system.

Rochelle Park borough attorney Joseph Rotolo said the township's main concern is keeping the Rochelle Park Library within the system, and keeping it operating as it has been.

"We're seeking a temporary injunction on BCCLS from taking any action pending the completion of this case," Rotolo said in a telephone interview Thursday evening. "The primary request is to allow us to maintain operating the library on the same basis that we have been for the past 30 years. Nothing has changed."

The complaint, among other things, claims that BCCLS, by seeking to remove the library from its network, is in violation of a "long standing agreement" between the two groups. The suit further states that BCCLS' mandates for certain libraries, including the one in Rochelle Park, requires the library have "funding in excess of that which is necessary to properly operate the library."

Rochelle Park Mayor Frank Valenzuela said Thursday that the township hoped to reach an agreement with BCCLS to keep their library within its network. …
