Racing Panel Decision Expected Jan. 30

A decision on adopting two new rules proposed by Oklahoma Racing Associates is expected at the Jan. 30 meeting of the Oklaho ma Horse Racing Commission.

The two new rules were proposed to the commission last week by Oklahoma Racing Associates, backers of the proposed Remington Park race track in northeast Oklahoma City.

The commissioners will meet with their legal counsel in an open meeting today, according to Jack Boyd, executive director of the racing commission, about the proposed rules.

"The first meeting will be with the attorneys for the commissioners to see what options they have," Boyd said. "The second (Jan. 30) meeting would be when the attorneys come back with their findings, and the commission could respond to the proposed modifications."

Oklahoma Racing Associates is made up of Ohio shopping center magnate Edward J. DeBartolo Sr., his son, Edward J. DeBartolo, Jr., and his daughter, Marie Denise DeBartolo York.

Last Thursday was the deadline by which the DeBartolos had to either accept or reject the conditional license granted by the racing commission Dec. 19.

However, representatives of the DeBartolo group presented the commission with a "conditional acceptance" of the license that day.

The DeBartolos would build Remington Park on the condition that the racing commission adopt two new rules.

The proposed rules are:

- No race track could be built within a 100 mile radius of a major track in the state, nor within a 75 radius of an intermediate track.

- A third race track would not be built in the state until the combined handle of Remington Park and Blue Ribbon Downs in Sallisaw - the only licensed pari-mutuel track in Oklahoma at present -reached $230 million for two years. …
