Gov. George Nigh has vetoed the first bill of the 1986 Legislature, saying Monday he questioned whether municipal lakes should be under the control of the state Water Resources Board.

The bill would have put municipal lakes in counties with populations of 250,000 or less under the board's jurisdiction. The bill would have exempted Tulsa and Oklahoma counties, and was introduced by Sen. Paul Taliaferro, D-Lawton, with hopes the board would be able to control flooding problems in Lawton.

""While the state has an obligation to protect the safety and welfare of its citizens, it also must respect rights of municipal government to control their own resources,'' Nigh said in his veto message.

""The precise question here is whetherthe state should further regulate municipal water supplies,'' he said.

The Corps of Engineers is studying reservoir problems in the Lawton area and a preliminary report is expected by the time the 1987 Legislature convenes, Nigh said.

Nigh said because the bill would not take effect until November, no serious flooding problems could be addressed this spring or fall.

TULSA - Mid-America Pipeline Co., a unit of MAPCO Inc., said it will construct a 115-mile, $15 million natural gas liquid pipeline between Morris and Tuscola, Ill.

The 8-inch "Illini" line will be capable of transporting 38,000 barrels per day of liquids starting in September 1987, the company said.

ENID - Garfield County Commissioners, faced with the expiration of their liability insurance, have asked state Insurance Commissioner Gerald Grimes to intervene and continue the current policy until the situation can be resolved.

The county's insurance policies for general liability, public officials' errors and omissions, and law enforcement liability expire Sunday.
