Lake Hefner Reservation Development Ok'd/master Plan to Be Developed

A request for proposals to have a consultant prepare a master plan for development of the Lake Hefner Reservation was approved Wednesday by the Oklahoma City Municipal Improvements Authority.

The authority also approved hiring the Oklahoma City engineering firm of RGDC Inc. to provide independent engineering services to the trust.

According to the contract, total compensation for design work will be limited to $65,000 a year, but total compensation for all work may exceed $65,000.

Approval of the request for proposals allows a committee of city staff members to solicit proposals from consulting firms, review the proposals and make a recommendation back to the trust, said Chairman Pete White.

In their proposals, each of the prospective consultants will be asked to show how it would develop a master plan which would "focus on a public/private partnership which will allow the Lake Hefner reservation to be used for recreation, entertainment, commercial and possible cultural purposes," according to the request for proposals.

Each prospective consultant also would be asked to show how it would assist the trust in developing a water use policy for the city's three lakes - Hefner, Overholser and Stanley Draper. …
