Ram Group Adds Division to Consult Banking Industry / Walthall Named Director

Journal Record Staff Reporter The RAM Group Ltd. of Oklahoma City has expanded its management and financial consulting services with the addition of a new division formed to consult members of the banking industry, the firm announced Tuesday.

The Bank Financial Services Division, launched in December, is providing services to banks and savings institutions in order to meet a growing demand for professional consultation in the financial services industry, said Jerry W. Plant, RAM Group president.

Ruel E. Walthall, a former bank executive and former bank regulator, has been named director of the new division. In addition, Rosemary R. Eudy has been named assistant director.

The bank services division will direct its efforts to meet the wide range of needs facing bankers in today's economic environment, Walthall said.

As we visualize it, we want to be able to be helpful to banks in whatever needs they may have," he said.

Plans to form a new bank financial services division were first publicly discussed in November when Plant was named president. At that time, Plant said the RAM Group is positioning itself to assist banks and savings and loans in working through their problems.

"What makes us different is that we can not only provide the specific services, but also have other skills that can be utilized in banking arena," Plant said.

"I see an environment where regulation is pretty strong and banks are closely monitored," he said. "We can look to a continuation of closely monitored situations as far as regulation."

In addition to continued state and federal regulation of banks, Plant belives consolidations of smaller banks into larger units will take place.

"The need (for the services) is certainly stronger today," Plant said, "because of the regulatory environment and one of the things we hope to offer is regulatory interface that banks perhaps cannot provide on their own or would be better represented by an outside individual with Walthall's experience.

"He is the key because of his experience."

Walthall previously served as chairman and chief executive officer of the First National Bank of Marshall County in Madill, Okla. He also has 14 years of experience as administrator of the loan review and credit administrative division of the former Fidelity Bank NA, now an office of Bank of Oklahoma NA.

Walthall is a former senior vice president of loan review and credit administration for Southwestern Bank & Trust Co., Will Rogers Bank & Trust Co. and First Security Bank, all of Oklahoma City.

He also served as head examiner in charge of the Oklahoma City office of the Dallas Regional Office of the Federal Deposit Insurance Corp., which was responsible for the supervision of 110 banks at that time.

"I think there is a lot of opportunity and we are certainly going to make every attempt to do a quality job and work with the regulatory group," Walthall said. …
