Oklahoma City Councilman Mark Schwartz has been named chairman of the National League of Cities steering committee on energy, environment and natural resources, a position which is expected to provide the city with new lobbying power in Washington D.C.

He will begin work on that Thursday with an appearance to testify before a House of Representatives subcommittee in Washington on environmental issues.

Schwartz said he plans to work with lawmakers on issues important to Oklahoma, including federal recognition of natural gas as an alternative fuel for air-polluting motor vehicles.

"This is a great honor for me and for Oklahoma City, and it is a great opportunity," Schwartz said. "Energy, environment and natural resources are the issues of the future. Now Oklahoma City is a bigger player in the market, so to speak."

At the top of his agenda will be natural gas and its importance in Congressional consideration of revisions to the Clean Air Act, Schwartz said.

The first councilman from Oklahoma City to chair a National League of Cities committee, Schwartz served as vice chairman of the energy, environment and natural resources committee last year and won the League's support of natural gas in any Clean Air legislation.

"Last year the steering committee, while it met in Oklahoma City, initiated policy changes in the area of natural gas which were adopted as part of the League's national municipal policy," Schwartz said. "This means the League will join the oil and gas industries in lobbying Congress to use natural gas as an alternative fuel in connection with amendments to the Clean Air Act currently pending before Congress."

Methanol and other "alternative fuels" also have lobbyists, Schwartz said, which makes the National League of Cities' support for natural gas even more important. …
