Officials Expect More Proposals for Galleria Site

Officials expect at least four developers to submit proposals for construction of a new Internal Revenue Service office building downtown.

Tiana Douglas, president of Second Century Inc., the City of Oklahoma City's public-private redevelopment agency, said in addition to two developers who had previously announced they would bid for the IRS project at a downtown location, two more have expressed interest in the central business district and are likely to submit proposals.

Harris Development Co. of Oklahoma City, and D.K. Patton, a New York developer and executive vice president of Helmsley-Spear Inc., each submitted a proposal last month for an IRS building on the southeast corner of Park and Hudson avenues.

First Interstate Bank of Oklahoma NA proposes to use the same for construction of a new bank building. The Oklahoma City Urban Renewal Authority, which owns the property, has offered for development a 55,000-square-foot parcel at the northwest corner of a four-block area once commonly known as the Galleria site.

In order to maximize the chances of both the IRS and First Interstate remaining downtown, the Urban Renewal Authority on May 3 offered for development a second Galleria site. That parcel, fronting on Robinson Ave. between Sheridan and Park Aves., includes 31,000 square feet just north of the Colcord building.

Deadline for proposals on the second site is Thursday, and Douglas told the Second Century board to expect at least four - Harris, Patton and two or more others.

Architect for Harris is Rees Associates of Oklahoma City. Patton has retained HTB Inc. Each architect had submitted a plan for an IRS building using less than 28,000 square feet of land.

The bank proposes to purchase and use all 55,000 square feet on the first site for a 10-story building complemented by an adjoining park area. …
