First Meeting on Boundary Scheduled A special Oklahoma Senate committee studying issues involving the boundary between Oklahoma and Texas will hold its first meeting Aug. 6 at the State Capitol, it was announced Wednesday.

``A representative from the U.S. Bureau of Land Management is slated to attend to present an overview of issues and past efforts at resolving the problem,'' said Sen. Cliff Marshall, D-Cyril.

``In addition, an official from the Oklahoma attorney general's office will be in attendance to discuss the matter,'' Marshall said.

The Red River has been the official designation of the boundary between the two states, but the river has changed course numerous times over the years, casting doubt over whether thousands of acres of land are in Oklahoma or Texas.

Although the first meeting will be devoted to an overview, Marshall said future meetings would more directly involve landowners and other interested members of the public. He encouraged those affected to contact him.

Colleges Get Grants The Oklahoma State Regents for Higher Education have awarded $538,900 in grants to 10 universities and colleges to fund programs to improve the quality of undergraduate education.

``A major initiative of the state regents is to address the various reasons many students do not cope well with the college experience,'' said George B. Kaiser, regents chairman. ``These grants are specifically designed to improve students' chances for success in college.''

One grant will assess academic programs while another will help students prepare for an examination required for entering teacher education programs. Another will incorporate computers as part of instruction in a mathematics classroom and a fourth will develop a system of learning for college algebra.

A fifth grant will establish a mentorship program for minority students. …
