Tulsa Named 1 of 4 Finalists for McDonnell Douglas Plant

KANSAS CITY, Mo. (AP) _ Tulsa is one of four finalist sites for a plant proposed by McDonnell Douglas for construction of its next generation commercial jet, the MD-12X, which could mean 8,000 to 10,000 new jobs. The company said in response to a question that other finalists are Kansas City, Salt Lake City and Shreveport, La. In a news conference called in Kansas City, U.S. Sen. Christopher Bond, R- Mo., said Missouri needs to offer big incentives to lure the aircraft manufac- turer. "This is the most significant eco- nomic development opportunity I have seen since I began working in economic development," Bond said. The cost to put a Kansas City plant into production would be about $1.45 billion, Bond said. He said business leaders and state, city and local govern- ments would have to kick in to a major package of financial incentives. "You have to pay to play," he said. McDonnell Douglas wants to break ground sometime next year, Bond said. The company plans to request specific bids from the four cities and decide by August. McDonnell Douglas is based in St. Louis, where it employs 32,500. Kansas City Mayor Emanuel Cleaver said the city should consider raising taxes in the range of $100 million to be competitive with packages likely to emerge from the other cities. "The key players in this whole process may be the residents of Kansas City," Cleaver said. The mayor said city leaders must agree on a tax increase proposal by Thursday _ the deadline for putting an issue on the Aug. 6 ballot so voters can decide before the company settles on a site. Cleaver was the only leader specifi- cally to mention raising taxes. Missouri Senate President James Mathewson, D- Sedalia, House Speaker Bob Griffin, D- Cameron, and representatives of Gover- nor John Ashcroft's administration also attended the news conference. …
