A second quarter rating of Oklahoma's banks showed a 19.5 percent increase in the number of banks receiving the highest rating.

Bauer Financial Reports Inc. of Coral Gables, Fla., assigned its five-star rating to 159 Oklahoma banks, including 17 in the metro Oklahoma City area. That was up from 133 for the same period in 1991. The number of top-rated banks also increased 6 percent from the first quarter when the research group gave the rating to 150 Oklahoma banks.

Six Oklahoma City-based banks were included in the top group, up 20 percent from the five that made the grade in 1991 and up 50 percent from the four that received the five-star rating at the end of March.

On the other end of the scale, Bauer gave its lowest rating _ no stars _ to six banks in the state, including two in Oklahoma City. The state total was down 57 percent from 14 at the end of June 1991. There was no change in the number from the first quarter. The two low-rated Oklahoma City-based banks represented a 50 percent drop from the four that made the list a year earlier.

Bauer's ratings are based predominantly on the strength of an institution's capital cushion. The research group also takes into account historical trends, loan delinquencies, reserves and asset quality.

Bauer gave the five-star rating to those institutions with twice the capital required by regulators. Four-star ratings were given to those with capital that was significantly higher than required. Institutions receiving either rating are included on Bauer's recommended lists.

Oklahoma had 166 banks receiving the four-star rating. That was down 1.7 percent from the 169 that got the rating for the second quarter of 1991. The difference could mostly be attributed to banks moving from the four-star category to the five-star category. …
