The Oklahoma City Planning Commission approved the Capital
Improvements Program 1995-1999 during its regular meeting
The commission initially discussed the program during a
special meeting prior to its regularly scheduled meeting May 12.
The staff recommended that seven street projects formerly
suggested for removal be transferred from the funded bond issue
program of the city to the unfunded Capital Improvements
This program is a five-year plan for capital purchases to be
made by the city and related trusts during the planning period.
Paul Shinn, budget director, described its various uses as
coordination of capital projects and requests with a goal of best
meeting the service and facility needs of the community, creating
a process and system to evaluate all project requests, providing
a general framework for funding capital projects, beginning the
process of implementing those capital projects that most closely
comply with the land use and other plans and creating a realistic
and achievable schedule for project completion.
Under city ordinance, a Capital Improvements Program covering
five years must be proposed by the city manager every two years.
The city has adopted Capital Improvement Programs in 1989, 1990
and 1992. The 1994 plan is the next regularly scheduled plan.

Approved the final plat of Santa Fe Sunset Addition Section 1,
located south of SW 134th St. and west of S. Santa Fe Ave. Sam
Teague, the developer, has proposed 25 single-family lots on 13.1
acres. The preliminary plat was approved Feb. 24. Engineer is
Clowers Engineering Co. of Oklahoma City.
Approved the final plat of Briarwood Creek Section 4, located
north of SW 134th St. and west of S. Santa Fe Ave. Eleven
single-family lots are planned on 1.7 acres. This final plat is
a replat of a section in Briarwood Creek. The preliminary plat
was approved Aug. 11, 1992. Developer is P.B. Odom III of
Oklahoma City, and Johnson Associates Inc. of Oklahoma City is
Approved an application by Canadian State Bank to rezone 10100 NW
10th St. from the C-1 neighborhood commercial district to the
SPUD simplified planned unit development district. The property
is 1 acre. The application was continued from the May 12
Approved an application by John Methvin to rezone 13121-13437 SE
74th St. from the AA agricultural district into the R-A
single-family rural residential district. The property is 49.3
acres. This application is associated with the preliminary plat
of Country Oaks, which is scheduled for the June 9 meeting.
Approved an application by Doug Whornton to rezone 4000 S.
Douglas Blvd. from the R-1 single-family residential district
into the I-1 light industrial district. Zoning would allow for a
proposed auto repair business.
Approved an application by Classic Design Homes to close a
1.5-foot portion of a platted 7.5-foot utility easement in Lot 1,
Block 5, Durbin Hills Addition located at 1133 NW 176th St.
Withdrew the preliminary plat of Little Oaks Second Addition,
located north of E. Memorial Rd. and east of Midwest Blvd.
Approved the final plat of Deer Run Addition Section 1, located
north of West State Highway 66 and east of Sara Rd. The property
is 10.9 acres and proposed with 33 single-family lots. This
application was continued from the April 14, 28 and May 12
meetings. It is associated with the final plat of Deer Run
Section 2. The preliminary plat was originally named Sara Road
Addition and was approved Nov. 18, 1993. Sara Road Center Corp.
of Oklahoma City is the developer, and Johnson Associates is
