TULSA _ The Williams Companies Inc. board of directors has declared a fourth quarter dividend of 21 cents per share on the company's common stock and 55.25 cents per share on the company's $2.21 cumulative preferred stock. The common stock dividend is payable Dec. 26 to shareholders of record on Dec. 2. The preferred stock dividend is payable Dec. 1 to shareholders of record on Nov. 11.

In other action, the board authorized management to repurchase shares of the company's preferred stock. The timing, scope and method of any repurchase would be at management's discretion. Luncheon to Feature McCurdy

U.S. Rep. Dave McCurdy, D-Okla., is scheduled as featured speaker at a luncheon honoring federal employees at noon Monday at the Century Center Hotel. Corporate sponsor of the luncheon is Member Service Life. During the luncheon, the Oklahoma Federal Executive Board will honor employees from across the state who are considered outstanding. OKCentral Showcase '94, the third annual business exposition of the Oklahoma City Chamber of Commerce, is scheduled 10 a.m.-7 p.m. Oct. 12 at the Myriad Convention Center. Over 250 exhibitors are expected to participate in the event, which offers metropolitan area businesses the opportunity to promote their services and products to over 4,000 participants.

OKCentral Showcase '94 will feature a number of special activities, including the chamber's Mega MarketPlace, West Area Council luncheon featuring gubernatorial candidates, a silent auction, community chili cook off, business after hours and a Showcase Your Chef contest. Bridges to Discuss Communications Tools

Annita M. Bridges, an attorney, mediator and conflict resolution consultant, will discuss "Communication Tools to Turn Conflict into Agreement" at the Tuesday meeting of the Association of Records Managers and Administrators.
