Mark D. Spencer has been named a director of the Oklahoma City office of Crowe Dunlevy. Spencer is a graduate of Tulane University and received his law degree from John Marshall Law School.

Crowe Dunlevy also has offices in Norman and Tulsa. . . Judge Robert H. Henry of the U.S. 10th Circuit Court of Appeals is the scheduled speaker at Oklahoma Baptist University's 81st spring commencement at 10 a.m. Saturday, May 27. Henry was appointed to the court in 1994. . . Tulsa County commissioners will ask voters to approve a half-cent sales tax for a new county jail in an attempt to head off a possible confrontation with the federal government.

The commissioners will meet Monday to set an election date, commission Chairman John Selph said.

The jail will cost about $63 million to build and an estimated $12.1 million in operating costs the first year. It would hold 1,386 inmates.

Half of the tax will be temporary until the new jail is paid off. The remaining quarter-penny will be permanent to cover the operating and maintenance costs. …
