Regulatory Reform Officials to Speak at OIPA Meeting

The Oklahoma Independent Petroleum Association, taking a different course than in the recent past, is planning its 41st annual meeting with spokesmen of the regulatory reform movement as its principal speakers.

Unlike most of the association's recent conventions, the OIPA shied away from elected officials for this summer's event.

"We thought we'd shift the focus this summer," said Mike Cantrell, president of the independent association.

"We're not reducing the interest or involvement of the OIPA in oil and gas industry policy issues. Quite the contrary. We believe independent producers in Oklahoma are more politically active today than ever," Cantrell said.

The three-day convention is scheduled June 8-11 at Shangri-la Resort on Grand Lake.

Philip K. Howard, a New York City attorney and author of the 1995 best-seller, The Death of Common Sense, is scheduled to deliver the keynote address during the June 10 banquet.

Howard's book, subtitled How Law is Suffocating America, has been widely credited by national and state government officials as a catalyst for the current governmental reform efforts under way across the country, according to the association.

Howard has worked with Vice President Al Gore and others in an attempt to reduce federal governmental regulations, as well as with governors to cut state regulations.

The association is also scheduled to present its annual awards during the keynote banquet.

Perry Pendley, founder and president of the Denver-based Mountain States Legal Foundation, is scheduled to speak at the luncheon earlier that same day.

Last year, Pendley published War on the West, which exposes government excess, primarily in the areas of environmental overregulation and private property rights violation.

Pendley, an expert on national resources and environmental issues, appears frequently on radio and television and has had hundreds of articles published. …
