Good initiatives don't always get the job done, especially in the realm of foreign trade.

Take the case of Oklahoma. While there are a lot of good initiatives out there to increase the state's exports and draw in foreign investment, there are some overlaps and some gaps, which means that not all areas are covered.

That could be remedied when the Oklahoma International Strategic Plan is unveiled Thursday in Stillwater. There will be no formal announcement of the plan, said Dr. Stephen J. Miller, an international trade expert at Oklahoma State University. Instead, Miller and others will discuss the plan during one of four seminars planned in conjunction with the dedication of OSU's School of International Studies. Others scheduled to discuss the plan are Richard Rush, president and chief executive of the State Chamber, and J. Kevin Chambers, director of international trade for the Oklahoma Department of Commerce. Miller, regents service professor of marketing and director of international business programs for OSU's College of Business Administration, heads the Governor's International Team working to improve the state's foreign trade. "In general, we are looking to improve economic development through increased exports and to bring in more direct foreign investment," Miller said. "These are some of the key things we are trying to pull together in our international efforts. "We want to establish the framework for more international trade. Our objective is to assure a sustainable development." This includes working to clearly establish the role to be played by universities and vocational-technical education, along with the cities, chambers of commerce and state government, such as the Oklahoma Department of Commerce. "This is not to say that Oklahoma doesn't have existing initiatives," he said. "It does. But these are disjointed and often overlapping. We need to determine what needs to be in place in regards to community awareness, legislative initiatives and support of exporters. "This document we are working on identifies the variety of organizations that will buy into it. …
