Lawyer David Lee understands the importance and complexity of civil rights litigation, having headed up the criminal and federal divisions in the Oklahoma Attorney General's Office under three attorneys general.

That experience led Lee, now in private practice, to draft a pamphlet outlining the state of the law as it relates to cases brought under 42 U.S.C. Section 1983 to redress violations of constitutionally protected rights.

Claims of civil rights violations under color of law by government officials or agencies are brought under Section 1983.

The pamphlets were such a success that they were sought out by other states' legal departments, and Lee continued to compile them for a time after leaving state service.

However, Lee knew that the depth and breadth of civil rights law merited a more comprehensive approach.
