TAIPEI, Taiwan -- Minister for Education Wu Se-hwa ([...]) yesterday said that the Ministry of Education (MOE) and the Taipei City Government are both equally responsible for the English listening test mistakes that mired the Comprehensive Assessment Program For Junior High School Students([...]) in controversy.

Wu said that a statement would be presented within the week to explain the reasons behind the mistake. Wu also said that following the statement, further discussion will take place to address and reflect on possible administrative negligence.

The minister went on to say that the Taipei City Government will be invited to attend a conference to review the incident, as the city was responsible for carrying out the examinations this year.

As such, the city government shares an equal blame over the incident, which the minister said, means that Taipei ought to take up an equal responsibility in damage control. …
