WINNIPEG. x-13s. A new study says mental illness rates among Manitoba children are well above the Canadian average, and especially high in central Winnipeg and the province's north. The study by researchers at the University of Manitoba, says low incomes are among the factors. The findings come as no surprise to Sel Burrows, an inner-city activist in Winnipeg. He says support programs need to kick in earlier, such as when kids start missing school.
