REGINA. x-13s. Husky Energy says ground movement caused a section of a pipeline to burst in July, leaking crude into the North Saskatchewan River and jeopardizing the drinking water of thousands downstream. Saskatchewan Energy Minister Dustin Duncan notes that Husky's report on the spill says the ground was stable when the pipeline was installed in 1997. The minister won't say how the information could affect pipeline regulations in the future.

TAG: The spill prompted a provincewide inspection of all oil pipelines that cross Saskatchewan rivers or lakes where a potential failure could pose a threat to municipal water supplies.
