WINNIPEG. x-16s. Manitoba Premier Brian Pallister faces some tough fiscal choices as a new session of the legislature starts today. The Progressive Conservative government has promised to cut the deficit and will lay out its plans this afternoon in a throne speech. Paul Thomas, professor emeritus of political studies at the University of Manitoba, says Pallister is taking a slow and steady approach to ending the red ink.
