HALIFAX. x-11s. The mother of a man beheaded by a fellow bus passenger in Manitoba says her son's killer is seeking an absolute discharge nearly eight years after he was found not criminally responsible due to schizophrenia. Carol de Delley (deh DEHL'-ee) says justice officials told her Vince Li (LEE) -- who now goes by the name Will Baker -- will ask the Criminal Code Review Board for a discharge at a hearing next week. Archie Kaiser is an expert in mental health and the law at Dalhousie University in Halifax. He says there's a double stigma against people with mental illness who have been found not criminally responsible.
