REGINA. x-15s. Voters in a Saskatoon riding are heading to the polls in a byelection that a political watcher says could send a message to the governing Saskatchewan Party. University of Regina professor Ken Rasmussen (RHAZ'-mew-sin) says people in Saskatoon Meewasin are concerned about the upcoming provincial budget and talk of program cuts or layoffs. Rasmussen says voters might use the byelection to send a message to the government that they're unhappy.
