Allegheny County Controller Chelsa Wagner is right on the money with her March 13 commentary,"Fix It Now." After test results on the water in my Spring Hill home came back just under the Environmental Protection Agency action limit, I called the Pittsburgh Water and Sewer Authority to inquire about going in on a joint replacement of the entire line from the street main to my basement. I was told that I would need to hire a separate contractor to replace my portion of the line, as PWSA's portion would either be replaced by in-house forces, who are not permitted to work on private lines, or a commercial contractor who chooses not to do residential work.

As a project manager of commercial construction, I can say unreservedly that this arrangement is preposterous. …
