Auditor to Review Questionable Payouts to State Employees

JEFFERSON CITY * A report this month about a former Department of Conservation director's still getting paid despite leaving his job last year prompted Auditor Nicole Galloway to announce an investigation Wednesday into the practice throughout state government.

The announcement comes on the heels of a Post-Dispatch report showing former Department of Conservation director Robert Ziehmer had collected more than $87,000 from the state since leaving the department in June.

A separation agreement between Ziehmer and the Missouri Conservation Commission appeared to address concerns that the former director might sue if pushed out of the top job.

"I am concerned about potential inappropriate payments agreed to by the Missouri Conservation Commission and will immediately begin a review to determine whether other state agencies are negotiating back-channel settlements with taxpayer dollars," Galloway said Wednesday. …
