I want to describe my understanding of how charter funding works and how voucher funding works. First, charters receive a per student annual amount for each child from the local public school fund. Each student enrolled in a charter school has that amount transferred to the charter school chosen. The charter has to be approved by the local school district board. Let's assume there is a $10,000 annual cost per child. It removes that amount from local public school funding in favor of the charter. But charters remain public schools paid by taxpayers. At least for now.

It is not clear how parents receive vouchers for their student to attend a private school. But an annual amount for each child comes from the public funding and goes to the private or parochial school. …
