HALIFAX. x-15s. A report card on care for people with disabilities in Nova Scotia says a plan to shift residents of institutions into smaller, community-based homes is badly behind. About three quarters of the 137 people with disabilities -- along with caregivers and health professionals -- who completed the survey last year say progress has been "poor" in providing housing. Jean Coleman is the executive director of the Nova Scotia Association for Community Living.
