The Manitoba budget comes down today and the government says it is not ruling out privatizing some services and reducing some tax credits.

Finance Minister Cameron Friesen says major changes are needed if he is to start chipping away at the deficit.

Friesen says there will definitely be some changes to the province's tax-credit system, which he calls very expensive.

The Opposition New Democrats have accused the government of planning to cut tax credits for movie productions and income-tax rebates for university graduates. (The Canadian Press)



A woman is facing impaired driving charges after a vehicle rolled into a watery ditch near Portage la Prairie and trapped a toddler in his car seat.

R-C-M-P say the vehicle was lying on its side when officers arrived. They could hear a child screaming and found a one-year-old boy partially submerged in freezing cold water.

One of the officers climbed through a broken window and cut the child free. Two other toddlers, both girls, were in the vehicle while the driver and a female passenger were ejected.

All were taken to hospital with minor injuries, but have been released. (The Canadian Press)



Alberta cities and towns will soon have the power to grant parental leave for councillors.

The Act to Strengthen Municipal Government was tabled in the legislature yesterday.

Right now, municipal councillors can be disqualified if they miss eight weeks of meetings. Exceptions are dealt with on a case by case basis.

The new legislation will amend the Municipal Government Act, giving councils the authority to create their own bylaws for parental leave. (CTV Edmonton)
