SADDLE LAKE, Alberta. x-09s. Muddy impassable roads have prompted an Alberta First Nation to declare a local state of emergency. Last weekend's declaration by the Saddle Lake Cree Nation, northeast of Edmonton, followed a weekend of heavy snow that turned roads into quagmires as it melted. Band officials say there's limited emergency service, home care, nursing and school bussing. Fire Chief Robert Cardinal says there's also a big demand for water delivery, which many band residents rely on.
