HALIFAX. x-15s. Nova Scotia's Liberal government is bringing in a broad middle class tax cut as it tables a 10.5-billion dollar budget for 2017-18 with a 25.9 million dollar surplus, seeding the ground for what many believe is an imminent election call. The surplus is the second consecutive for the government despite finishing fiscal 2016-17 with a 129-million dollar spending spree. Finance Minister Randy Delorey says taking a hard line with public sector unions had helped the bottom line.
