Teen sex offenders in South Carolina may face lifelong electronic monitoring

South Carolina can continue to require some teens convicted of serious sex crimes to appear on the state's public sex-offender registry and wear an electronic monitor for the rest of their lives, the state Supreme Court ruled Wednesday. A boy from Spartanburg County who was 15 when he sexually assaulted a 5-year-old boy and ended up on the registry had challenged the law.

2015 refinery blast preventable, safety experts say * A 2015 explosion at a California oil refinery that injured four workers and threatened to release a toxic cloud was preventable, a federal safety panel reported Wednesday. The U.S. Chemical Safety and Hazard Investigation Board released a 73-page report that identified technical issues that led to the blast in a Los Angeles suburb and indicated safety issues remain. ExxonMobil which owned the refinery at the time said it regretted the incident and would work with the board to understand the findings and recommendations.

Texas changes killer's death sentence to life term * A man on death row for abducting a sheriff's deputy, keeping him handcuffed inside a patrol car trunk while demanding money from a bank and then killing the officer will serve life in prison instead. The Texas Court of Criminal Appeals said executing Pedro Solis Sosa, 55, for the 1983 slaying would carry "an unacceptable risk" that his punishment would be unconstitutionally cruel because of his intellectual disabilities.
