Liberal Leader Christy Clark is expressing little doubt that B-C has the authority to put a carbon tax on thermal coal exports that move through west coast ports, a move that has raised the ire of Alberta Premier Rachel Notley. Clark says she knows better than Albertans what she's allowed to do under B-C law. Clark says both provinces are committed to fighting climate change.
