To the easily offendable, everything is offensive.

So Mayor Bill Peduto is offended that President Donald Trump referred to "Pittsburgh" in a metro-area sense in regard to the Paris climate accord. Mr. Peduto is one of the easily offended. Or is Mr. Peduto just putting on an act?

He is not offended that Pennsylvania, under Act 47, still approves the city's budget. Act 47 oversight implies that the mayor and his hirelings are incompetent to do their own budget. That seems like a stab to the heart that would offend anybody. But not Mr. Peduto. He's been in office for more than three years. How long does it take to hire people who want to solve budget problems? Part of the problem is the reluctance of municipal officials to make difficult choices required to alleviate the situation.

He is not offended that Pittsburgh has lost population, often to its suburbs, for the last several decades. …
