No Criminal Charges against Pittsburgh Ica or Its Former Director, Da Zappala Says

Neither Allegheny County nor state prosecutors will bring criminal charges against the Pittsburgh Intergovernmental Cooperation Authority or former executive director Henry Sciortino following a review of evidence, county District Attorney Stephen A. Zappala Jr.'s office announced Thursday.

The ICA investigation began in April 2016, targeting what Mr. Zappala's office had called "possible discrepancies" involving the authority and Mr. Sciortino. The ICA board voted that month not to renew Mr. Sciortino's month-to-month contract, and within days the DA's office removed dozens of boxes from the ICA office Downtown.

Mr. Zappala said earlier that the materials could have held evidence of criminal activity, including tampering with records and unsworn falsification to authorities. But his office and the Pennsylvania Office of Attorney General found that criminal charges are not warranted against the ICA or Mr. Sciortino, who was the sole employee at the authority, the DA's office said in a statement Thursday.

"During this investigation, multiple search warrants were executed, primarily to reconstruct the financial operation of the authority," Mr. Zappala's office said, adding that the effort examined ICA operations and expenditures.

Mr. Sciortino did not immediately comment, but ICA board chairwoman B.J. Leber said the authority was glad to see the inquiry end. The state-created agency helps to oversee city finances.

"For the past year, we have been working collaboratively, as a board, to get the organization back on track. This is a very different organization than it was when the investigation began in 2016," Ms. Leber said in a statement.

"We have board members who have been engaged and committed to conducting the ICA's business in a professional manner. We have an executive director with skills, experience and a commitment to professionalism, transparency and sound financial management."
