EDMONTON. x-14s. Sluggish oil prices are forcing Alberta to dip into its contingency fund to keep this year's deficit at 10-point-five- billion dollars. The province is also looking to find 400-million dollars in savings from departments -- double its intentions in the March budget. United Conservative Party finance critic Ric McIver (muh-KIE'-vur) says Albertans want to know the specifics.
