WINNIPEG. x-13s. Manitoba Premier Brian Pallister says he is disappointed at the lack of progress on fixing the rail line to the northern port town of Churchill. The rail line was knocked out by flooding this spring and its owners, Omnitrax, want government help for repairs. Pallister says he wants to help, but rail lines are a federal responsibility.

TAG: Pallister says the province is willing to put up 500 million dollars over 10 years to help Churchill in other ways, such as economic development and social services. But he refused to reveal details and said some of the money would be to continue existing programs.
