WINNIPEG. x-10s. A constitutional expert has told the Manitoba government it would likely lose any court challenge of the federal government's planned carbon tax. A report from law expert Bryan Schwartz says the federal government has the right to require provinces to impose a carbon tax or enact one of its own. Manitoba Premier Brian Pallister has said the 50-dollar per tonne tax proposal is too high. He would not confirm the province is eyeing a 25-dollar per tonne tax, as outlined in documents obtained last month by The Canadian Press.
